[Milsurplus] BC-611 basic design error

BC-1000 frequency range was 40.0 - 48.0 mHz.  Just missed the 38.9 mHz  
top end for the SCR-608/628 and SCR-609/610 "artillery" FM radios.   
Very curious.  Suspect political as opposed to technical issues  
here.......
