I believe the big worry was for enemy's detection
of ships at sea from L.O. radiation, thereby giving
DF for possible attacks, sinking, etc.
It apparently was pretty much a useless technique
once modern (even for the time) superhets came
into common or even universal use.
Of course we all know that the gummint continues
to use very outmoded equipment way past the time
that the newest and greatest comes on the scene.
It's a financial restraint caused by the magnitude
of the project to change over to the newer gear.
