[Milsurplus] New RADAR group

Well, in the many years I've read the Milsurplus List, there has scarcely
been a mention of anything RADAR. When was the APS-4 or H2S or SCR-584 or
SG last mentioned on Milsurplus? Apparently there is little RADAR interest
there.

Also, many RADAR guys are simply not interested in commo gear, and don't
want to have to sort through a haystack to find a needle. The interests
appear to be mostly orthogonal (unrelated).

And, it's not an either-or.
