Ground-based equipment, including some pack sets, was equipped with a
little known and highly secret device called a "gravity enhancer".
The purpose was to allow the equipment to help ballast the various
vehicles and buildings on/in which it was installed although the pack
equipment got mixed in due to some over-enthusiastic engineers who
didn't want to be left out in using the Good Stuff.  The gravity
enhancers were based in a poor understanding of pre-Roswell alien
counter gravity technology and were, at the time, considered a happy
accident.  It wasn't realized until some time later that people had to
be able to lift the equipment without getting a double hernia that
some Bright Person decided they could be eliminated.
