Hue, not to stir up the water, but in the late 30's the Civialian  Defence
people
used a VHF frequency just below 140 MHz.   An old-timer tells me they had
a  RTTY net centered on New York City, and covered out as far as North
and Central New Jersey.   I suspect 850 FSK.   That's what the commercial
stations were using.
