I agree.  The ZM-3A uses a 0-50 mA meter for electrolytic leakage 
measurements.  1 uA won't even wiggle the needle.  What I'd be concerned about with 
that low a reading would be whether it might be open.  Check that the 
capacitance value is within tolerance.  One might state the requirements  for 
declaring that a capacitor is good as something like the leakage current being 
low being a necessary but not sufficient requirement.  Or to put it another 
way, an open capacitor will pass the leakage test.
