[Milsurplus] Anyone Heard from wa5cab?

I don't know what contest was on, but I suspect
it was an overseas affair.
 
If the necessity for HF had been conveyed to FCC,
that agency would have DIRECTED that particular
discrete frequencies plus guardbands be avoided.
 
I know of no such decree from FCC.
