Looking at this from what I consider to be a realistic viewpoint,
I seriously doubt that there was much, if any, traffic to be
moved on HF. Other than for VERY remote areas such as in
foreign countries and "islands" virtually all emergency and
relief traffic will be handled on VHF and possibly UHF bands.
