[Milsurplus] 8601A dead meter & no output

The output driver is a separate tightly packed module in the 8601.  Of
all the blocks it is most vulnerable to external electrical abuse and
not uncommon to find a unit with either low output or no output.
Hopefully, your problem is not a severe one.

The burst response of a narrow CW filter can be as slow as several
milliseconds so a 10KHz sweep may be too fast.
