okay....well I could probably list a bunch of reasons why cryptanalysts were on subs...
that was just a thought.  I am not too far from the national cryptologic museum....maybe it would be beneficial to take another visit.  Perchance they were going to be deployed to a target country, as we deploy cloak and dagger as well as special ops personnel today. 
Perhaps the answer lies in the most authoritative book on the subject... David Khans' "The Codebreakers", which I would highly recommend.

An enigma machine would not give the sub the capability of cracking a code,
only to decode a message in an already cracked code that was within the
technical capability of the enigma.

Boy, am I surprised!! I have the EXACT same key as shown in the video of
the Funkenraum :-) Yup, I am of German decent --hi--.. Anyhow, I happen
to be the nephew of the late, great, Lou Moreau W3WRE, who, as everyone
knows, was a foremost collector of telegraph keys.  After she passed
away, we honored her request for the keys allegedly to go to W1AW (at
least my parents did) but I managed to squirrel away a few for a rainy
day, and to use. I think they are Lorenz manufacture, but I could be
wrong, there really aren't any makers marks on the key itself....

Anyhow, if anyone is interested in a pix of said key, I will get a photo
of it against a decent background, and post it. I actually use it with
my rig as it has a great action, and I rotate amongst other WWII mainly
Navy keys (ole RM myself).....
