Sheesh, what a reference point. The US gave up prosecuting "anti-competitive effects" 35 years ago. We regularly drive down our streets and see two "competing" oil company gas stations with prices exactly matching to 1/10th of a cent and we are told "that's free enterprise", not anti-competitive monopoly. The whole idea that there could be "anti-competitive" business practices is a dead concept in the USA. Our drugs cost 3 times what people pay 250 miles away across an artificial national border. But that's "free enterprise" too. 
Paradoxically, people recognize the joke immediately when anyone uses the oxymoron "business ethics". Yet the idea of prosecuting monopolies even ehen their effects are egregiously harmful goes nowhere in this country.
So, to read of a governemnt agency in another nation refering to "anti-competitive effects" is positively refreshing!

FOR INFO.. The Australian  ACCC  (Australian Competition and Consumer
Commission) is wary of the PayPal push re making customers make and accept,
payments exclusively using the Paypal payment service.
The Chairman said ' .. consumers are in the best position to decide which
payment method is most suitable for them--- benefits do not outweigh the
anti-competitive effects ' No definitive position/action yet been advised or
taken.
