Both the ATC and the ATA & ARC-5 transmitters (and I suppose others)
have a chart on the front for completely tuning the sets without
radiating.  This information could have been obtained in any of a
number of ways including tuning the sets in a safe location prior to
being shipped out.  While the charts may not be perfect, they would
allow for tuning under conditions of radio silence.
