A different Hope perhaps.  But if there was a vessel in the merchant fleet 
named Hope, it wasn't actually called USS Hope.  Self propelled (as opposed to 
sail or wind propelled) merchant vessels carry a prefix related to their engine 
type and sometimes relative size (i.e., SS for Steam Ship, MV for Motor 
Vessel, etc.).  And they are not Commissioned vessels so they do not rate a prefix 
of USS, HMS, HMCS, etc.

I don't know for certain as I was never aboard any (fortunately).  But I'd 
assume that Hospital Ships like Hope, Sanctuary, etc., would have carried 
whatever transmitters and receivers were current USN issue at the time that they 
were commissioned.

Also, totally unrelated to the subject, but the reference to poor disposal of 
radioactive materials in the internet article is in error, or at least poorly 
put.  Depleted uranium, which is what he is referring to, is not 
significantly radioactive.  Ideally, if the refining process were perfect, it wouldn't be 
radioactive at all.  But it does have other undesirable properties.  You 
certainly don't want to handle bare depleted uranium with your bare hands and then 
lick your fingers.  But the same is true of several other materials.
