I've no idea about getting the manual, but the OMEGA system used to switch frequencies about once a second. You'd
have to disable that. Some of the units were also crystal controlled, essentially fixed frequency, receivers. I'm
not sure how easy it would be to adapt it for VLF use.

IMO, it's gone for ever. It was based on phase comparison and a PITA to use. It was replaced by LORAN and, of
course, GPS.
