[Milsurplus] Conjecture motor start-up

[Unserviceable but Repairable]

I found I couldn't arbitrate a disagreement about the SCR-274N's modulator, 
the BC-456.  Had to RTFM & found it's a screen & not a "heising" plate
modulator

So comes the question about why Navy used high level plate modulation
in their MD-7.

Weren't the command rigs meant to run at flea-radiated power to be only 
heard in the aircraft formation?  If that was a design criteria & it seems 
probable, where'd Navy get off with the xtra AM oomph?
