[Milsurplus] GRC-109 in use

I have been trying this GRC-109. I do not think I am getting my signal  
through the coupling of the tx through to the rx ae socket. When I attach the ae  
direct to the rx there is a good signal strength but through the tx it  drops 
quite a lot. 
 
I have just changed the 18pf coupling cap, no difference. I lifted off the  2 
diodes, no difference. 
 
Anyone else noticed this problem or have any suggestions?
