I use a butane torch.  A few seconds and a wack does it.  Keep your
fingers out of your mouth and you will be ok.

This fear of PCB's is overdone.  It's slightly irritating to the skin,
and has an acrid odor.  Don't bath in it or ingest it and you will be
ok.  The same is true of regular oil and gasoline.
