Not Philmore.

All the vacuum-tube RT-159*/URC-4 units, plus the much smaller RT-285*/URC-11 and RT-350*/URC-14 survival kit units that I've ever come across were made by Philharmonic Radio and Telephone Corporation.

I find it interesting that the small RT-285A and RT-350A radios have one audio tube replaced by two transistors.  Small entertainment AM broadcast band portables like the 1954 Emerson 838 (based on the 1953 all-subminiature-tube Emerson 747) use a "hybrid" design with two transistors in the audio stage, but did so about five years before these military units did.  But I digress.
