I would think that even with the proposed and accepted scale, it still 
depends on the
owner/seller to use integrity in listing any given piece of gear.
Personally, I'd like to use the scale for my own perception of value and 
availability.
This is one area I'm weak in and a scale would help.

For well over thirty years I have been collecting and using military surplus 
radio, although I do not consider myself a expert or authority on the 
subject I would have to put forth the statement that to the serious 
collector they know the value and the difficulty involved in obtaining 
specific items and that not all items are equally valued by each collector.
Establishing a list or guideline may be of great assistance to the new 
collector, but beware the list member who proposes to know the availability 
or the true value of all items. Establishing such a list on an open forum is 
cretin to lead to debate.
