Actually, they started out making kit airplanes.  The Heath Parasol is the most known of these.  Surplus electronics came later.  The founder of Heath was killed when one of his airplanes crashed.

I found a reprint of the conversion article from QST on the BC-645 IFF set, the reprint by Heath and labeled with Heath Electronics name. Looks like Heath started out as a surplus dealer.
