[Milsurplus] eBay does it

Sounds like some sellers are as dumb as the gnomes at eBay.  Even eBay hasn't 
said that you can't buy if you don't have a PayPal account.  And in any case 
the rules change hasn't gone into effect yet.  As I've often said, there is 
more disinformation than information on the internet.
