[Milsurplus] eBay does it

I guess I've been fortunate in regard to PayPal.  It's worked good for me. 
On the
other hand, I was scammed last year with a bad check that followed up a 
bogus bid.
EBay and PayPal, for all their faults, still provide auctions of things I'd 
never find
anywhere else.
