Agreed, IF that's the end of it.

However, I've been told of a way to trap deer. First you build a fence
along one edge of a field where they go and let them get used to it.
Then another fence. Then another. Finally a fourth with a gate. when
they are inside, you just close the gate.

It's the salami principle. You loose rights a slice at a time.
