[Milsurplus] looking for BC-223 oerators

Hi All,
I started to work on my BC-223AX (a.k.a. the little brother of the BC-191).
Yesterday I did the "smoke test" on the NOS vibrator supply, it worked
well. Next I hooked up the transmitter to it, the MO put out a stable signal
on 80 M with close to the specified plate current - close to 60 milliamps.
The combined current of the MO and PA maxes out at only 100 milliamps, no
matter how I'm loading the PA - should be up to 160 milliamps, running it
into the built-in dummy load.
Using an external matching device (happens to be Russian, used to match a
20 W HF field transceiver whip/long wire output to a resonant 50-75 ohm
dipole), I'm measuring 8.5W maximum out on CW.
If anyone is actually operating a BC-223, what is the average power achieved
into a 50 ohm system?
The power output in the manual is specified as 10 W.
The other issue is that the modulator tubes don't turn on in the voice
position. The tubes are OK. The manual says one possible problem is the
"interrupter", which looks like some sort of a relay on the schematics.
Is it some kind of threshold-operated relay? I know there is a voltage
adjustment - should be adjusted for 8.2V. Maybe that's the problem that the
voltage is too low, and the "interrupter" is not pulling in. I'll study the
schematics in depth, but it'd be nice to get some pointers from others who
have operational BC-223's.
I'm going to set it up as an SCR-254(*) with a BC-312. Should make a cute
low-power station.
