It doesn't much matter. Unless there is a war, there will ALWAYS be huge
amount of mil stuff scrapped and wasted:
You need stuff to fight with so you order up the current best there is.
If there is no war, development progresses on both sides and you have to
get newer stuff to keep up with the Ivans or Ossamas or Wongs.
If you get into shooting, you will use the best stuff you have first, so
the older stuff does not get used and survives.
When you resupply, you will order the newest stuff, rather than the
older stuff (since presumably it's better for some reason)
Bottom line is, unless there is a war sufficient to require everything
you've got, much older stuff will go to be scrapped as NOS.
