Russia is more complicated than that.  Their generating stations run fully 
loaded all the time, and most loads are industrial, meaning big motors, so 
to maintain stability and avoid overloads, they maintain voltage and let the 
frequency slip a bit.  Motor loads will decrease a bit with lower frequency, 
whereas most domestic loads won't.
