[Milsurplus] What is this?

While in the attempt to clean out my garage I have come across this item. It consists of what looks like aviation grade 1/8 in. stainless steel or galvanized stranded cable that passes through 16 heavy duty galvanized stakes that are 10 inches long and 1 1/2 in. diameter at the top. The network of cable has three heavyduty copper alligator clips (5/8 in. wide 2 1/2 in. long) and a large spade type lug. It is obviously military, as I bought it years ago at Ft. Belvoir, VA when they had a surplus outlet. The card that I got states Engine Generator Ground Plane, but that is all it says. On the item, are three yellow plastic labels on the cable. Here are the markings"

The item weighs in at about 28 pounds and appears to never have been used. I have never heard of engine-generator ground plane. Most engine generator operation i have seen such as field day, only a ground rod was used.
Has anyone ever seen such? thanks for any info that can be provided.
