[Milsurplus] Interesting BC-696

This is interesting.  #250185986044
is an ARC ATA 3-4 MC transmitter, but a Colonial Radio tag
has been attached to the side.  The pictures are crummy, but the 
tag on the side appears to have a single-digit serial number.
Perhaps this was an "engineering sample" given to Colonial
and used as a pattern for their sets, and then re-tagged
and sent with the first shipments?
