Ummm....that's a wee bit farfetched, isn't it John? Unless the radio owners
were of Japanese descent, that is! (hi) In which case, anything "electrical"
looking could be possible spy equipment: i am thinking of sorry piles of 
hamfest-looking junk seized by the FBI in California, and pictured in Radio
News.
I read that near the start of the war, the gov't was interested in buying up
SW receivers. However, as you look thru the radio mags during the war,
in the SWL sections, it appears there was no noticeable decrease in private
ownership of SW radios.
I have never seen any mention of the meters buy-up in print, and i have looked
at a page or two of contemporary publications. So i will remain a tad skeptical.
