I believe that you missed my point.  As best I can determine, there are no 
requirements for any specific minimum Feedback rating in order to either buy or 
sell.  The only two Feedback rating related rules I was able to turn up were 
the chart relating star color to Feedback rating and the requirement to 
maintain a postive rating >=98% in order to be a Power Seller.  And the 98% rule is a 
little vague.  I'm not certain whether our next 222 or next 197 would have to 
be all Negative in order to drop us below 98%.

And as far as requiring a credit card on file in order to sell, I frankly 
don't blame them.  We accept Money Orders for payment (although I will not bid on 
any auction requiring them), but we never (except with a bare handful of 
radio related customers of long standing) ever ship until it arrives.  From eBay's 
perspective, they are advancing you credit in the form of the listing fee 
when you list an item and the final value fee if it sells.  In their place, I 
would certainly want more than an email saying that if you buy me this hamburger 
on Tuesday I will surely pay you on Thursday (to misquote Wimpy).
