[Milsurplus] Wilcox CW3 BFO problem

I have acquired a CW3 (fixed-frequency single conversion xtal-controlled
radio). Oddly enough, I already had the manual.

The BFO refuses to oscillate. The tube (1/2 6C8) is new, and it tests 100%.
The control voltage on the cathode moves up and down with the setting of the
BFO control. Plate voltage seems OK. The basic circuit is a Hartley.

The only problem that I can detect by measurement is that the grid leak is
72k instead of 50k. Unfortunately the grid leak & coupling cap are inside
the BFO can, which isn't going to be easy to remove.

Before I do anything drastic, have I overlooked anything?
