UNCLAS NOFORN: Can be bought at a Mexican newspaper stand.

CONFIDENTIAL:  Copies on the shelves of the Tehran public library.

SECRET:  Copies in the "Reference" section of the Tehran public library.

TOP SECRET:  Russia, China and Israel will make you copies for a fee.
Be sure to ask if you want the pre-publication notes, drafts or the final
publication.

EYES ONLY, ULTRA, MAJESTIC 12, etc.:  Available from the DNC for
reasonable (100K+) campaign contributions.  Volume discount if you're
Chinese.
