The PRC-25/77 radio is set up to load into the 3' whip with is 
"gooseneck" base. Without an antenna present, it will feed the 50 Ohm BNC.

The long whip has a "flexi" base with an extension below its base 
threads that projects deep enough into the PRC-25/77 to switch the 
antenna loading circuit to the long whip mode.

The PRC-117/RT-3090 will be damaged if you use the long whip base, as 
it is not set up for that. As I understand it, most RT-3090 have an 
antenna loading circuit for the standard PRC-25/77 short antenna with 
its gooseneck base, while the PRC-117 and certain RT-3090 use instead 
a longer whip. This longer whip is equivalent in length to a standard 
PRC-25/77 short blade antenna, including its gooseneck base, plus an 
additional gooseneck section. The length is also equivalent to the 
PRC-128 long low band antenna (a blade only which is as long as a 
standard PRC-25/77 short antenna with gooseneck base), plus a gooseneck base.
