We play with ITAR all the time at work. It's a wonderful bunch of
"stuff". You can go to a week long course and come back even more
confused than you were before you started.
Since it's very confusing, there are a lot of people who are confused
about it. The intent is to keep stuff that goes into weapons systems
out of the bad guys hands. Taken to the extreme, a F-16 uses nuts and
bolts and it's a weapons system. Therefore nuts and bolts are regulated.
Depending on what you have and what you are looking for an appeal
might be worth it. It also might create an even bigger problem.
