the pictured strap looks a lot like a possible rifle or associated
gear strap; a few manufacturers did use grab hooks, one was IMI 
(israeli), manufacturers of the Uzi and the Galil (.308/.223 rifle).

the homepage for this link is a website devoted to ID'ing rifle
slings; the hooks are a little shorter than williams, and his strap
actually looks like the strap used to carry the Uzi spotlight canvas
bag over your shoulder.

I believe H&K also used hooks on some of their rifle/SMG models.  altho
most rifle manufacturers used slings w/ slip attachments, some desired
QD (quick detachable) for tactical purposes, and this would be for later
manufactured equipment, definitely post WWII.  if you view the german 
H&K slings on this site you'll see grab hooks, but of a different 
variety (MP5 subgun/G3
