Joe,

The SuperPro line does not use series/parallel filament strings.  There is no 
need for any resistors in the filament circuit.  I won't claim that this has 
anything to do with the overload problem but it certainly isn't helping 
anything.

If you didn't already disconnect the filament supply, how did you measure the 
resistors?  If you tried to measure them in place, you have the transformer, 
the other resistor in series with all of the tube filaments in parallel with 
the one you are attempting to measure.  But in any case, it's a moot point 
other than technique.  They need to come out.
