[Milsurplus] ART-13(ATC) problem/question

I've been working on an ATC-1 over the last few months,
and wondering if anyone else has run into the same
problem I have.
Low grid drive to the 813, on bands 7-12. These are
the bands the 2nd 1625 multiplier comes into play.
(Bands 1-6 are OK).
Basic troubleshooting reveals no problems, no leaky
caps, no out of tolerance resistors. B+ and tube socket
voltages OK. QHO Dennis reported
in ER that he had to "reform" the coupling cap between
the multipliers, which I tried to no effect.
Doing a book alignment, the best grid drive I can
get is about half what it should be. This is
peaking the trimmers at 1100 on control B. I can
almost get up to the bottom of the marked scale
if I tweak the trimmers at the low end of each
range, but the drive falls off rapidly as control B is
increased.
Lastly, I discovered that the trimmers (C-115) are
maxed out, so the peak I see during alignment
is probably not the peak, which leads me to
believe the problem is in the 2nd multiplier
coil, or slug position.
Before I start looking at the coil and its
slug, just wanted to see if anyone else has
had a similar problem.
