I can't find my manual (TM 11-275 ?) right now, but it has several different schematics to use for the BC-694, depending on serial number.  I recall that the last schematic was for units in the 22000 range and above.  Perhaps someone with a late manual can better verify.

That would still not answer how many got deployed.  But I'm of the same opinion that only 1800 in the ETO would be a gross underestimate.
