[Milsurplus] Capacitor Question

Guys,

This is an excellent troubleshooting methodology, to root out problem 
caps.  It's especially useful in cases, like ARC-5's, where its really 
inconvenient tp shotgun the capacitors.  Everybody needs a good bench 
supply.
