[Milsurplus] Help with BC-721

A friend and I obtained a pair of BC-721's in excellent condition, both set to the same frequency (verified by looking at the crystals, etc.)  I have made up a set of battery packs and can power them both up, getting a strong (60hz?) hum from both (in the house). You can tell when one is being keyed fromn the other, but I am not getting clear audio. What set of tests or procedures can I follow to get the to where I can get clear sent-and-received auido fom both?
