Let me add a little additional clarification.  Sheldon's descriptions 
at the top levels are accurate, but things get a little murkier as 
you go down towards the unit level.  The J designtion shows up down 
at the operational level whenever the specific activity responds to 
more than one "boss".  For example, the maintenance groups at a 
location where more than one service is represented i. e. Army plus 
Navy, and the maintenance group is responsible for equipment for both 
parties.  

The place where the J designation really shows up the most is in 
joint military/civilian operations where other branches of DOD are 
present.
