Thanks for time spent and all the information received on the antennas.
Tom Norris indicated it might be "URM-91" vs "UHM-91" (the second letter
is difficult to read). I went back to look at the bag in today's light
and it's CW-398/URM-91. The tripod assy with the wooden telescoping legs
has TH-382 stamped on it and it's telescoping fiberglass pole has 4
sections. All six (three per side) AB-21/GR antenna sections are the same
with a threaded adapter for the pole in the last one. Each side also has
two end pieces which are chrome telescoping sections making each leg a
total of up to 8ft. Looks like it's some kind of rotatable dipole for
making field strength measurements but would make a great Field Day
antenna. 

Does anyone have any more info on the URM-91 ?
