I don't think it means anything other than that most if not all of the
BC-638, 639 and 640 and associated components were dual-nomenclatured for US and
Brit use. Virtually every piece from this system that I've ever seen, large or
small, was so tagged. And they can't all have been hauled back from the UK
before being dumped as surplus.
I once owned two complete BC-640's (and had them on the air with no TVI
problems). They were surplused out of Barksdale AFB so could have belonged to the
8th AF. But if they belonged to the 8th, they wouldn't have needed red tags
unless just all of them had red tags.
