[Milsurplus] Odd meter

I found an odd military meter in a bunch of junk today. It is a 2.5
inch type, center zero, I do not know the vaue of it - it is just
plus/minus ten units. The odd thing is that it is sealed in clear oil.
Even the needle swings in the viscous fluid.

Any ideas why one would want to do this? Damping? This meter does not
look like it is made for super voltages or power or anything.
