[Milsurplus] Restoring BC-348

I have successfully restored my first BC-348R which I first restored in 
1971.   I am now on my second restoration project.

Have a capacitor replacement question:
Replacing the paper bypass capacitors. 
   Have on hand two types: Orange Drop 400wv, also Ceramic 500wv; .01 uf 
capacitors.
  Which is would last longer, holding value and working voltage over time?

In my original restoration of my first BC-348R I used Orange Drops that 
were 600wv.  Back then I had to completely gut the unit do to numerous 
circuit modification attempts by previous owners.  Replaced all 
resistors and paper capacitors then.  This time around I had to replace 
2 resistors in the Oscillator unit.  In the Antenna unit replaced .01 
mica capacitor Band 1,  1 air padder and fixed the Antenna trimmer Band 
4.   The Band 4 Air padder as well as the Antenna trimmer had suffered 
from a HIGH voltage arc?!   I think the damage to the air variable 
capacitors was due to the fact I had removed the 470K resistor across 
the Antenna terminals.  Now I know why the resistor was there in the 
first place.
