Just the opposite. "Command" set as in flight commander to
the other individual aircraft, for issuing tactical commands.
Also used for any direct communication between the flight
deck (pilot/copilot) and anyone else, such as the tower
for landing instructions. A pilot coming in one engine and
fumes didn't waste time relaying his landing instructions
through a radio operator; he used his "Command Set,"
which is why the SCR-274N was designed as for voice
and CW was a secondary mode.
"Liaison" for communications concerning orders, reports,
communication with stations in other services
and emergency operations (aircraft Radio Ops stood watches on 500 KC
while operating over water, just like any other "ship")
that required the CW skills of a Radio Operator
and/or long distance communication.
