If you want to read about some of the Navy's foot dragging a few years later during the war when days really counted, read Kathleen Williams' "Secret Weapon", (Huff Duff in the Atlantic Campaign).  That isn't the exact subtitle, but you get the idea.  No one in the Navy was anxious to make a decision.  You know, it might be slightly wrong and come back to hinder their career.  Nevermind how badly stuff was needed in the war.
