Mark,
The BC-223 is really not a complicated transmitter. It's a late 1930's
design, very similar in concept to its "big brother", the BC-191/375.
For some reason, I've seen much fewer of them around than BC-191/375's.
The frequency range is 2 - 5.2 MHz with 3 plug-in tuning units, the power
output is around 15 +/- watts, the receiver originally used with it is the
BC-312. This combo was used as a vehicular radio set.
The PE-55 is the dynamotor power supply for it, works with either 12 or 24
VDC input.
Connectors for the transmitter are available from William Perry.
I have a BC-223 and the dynamotor, I got the connectors and when I get to
it, I'll make up the interconnecting cables and set up the system with the
BC-312.
The set will be a nice vintage low-power CW/AM station.
After WW2 many of these transmitters were used on the 2 MHz marine
frequencies (the crystal option made this very convenient and assured
frequency stability and channelized operation) - it was a cheap way to put a
radio in a boat...
I never heard anything terrible about operating/troubleshooting them.
I think Fair Radio has the manuals, and the schematic is at:

Let me know if you need the manual copy in case Fair Radio doesn't have it
and I'll scan and copy mine.
