As the seller, you have the right to set conditions
prior to offering the item for sale. These conditions become
binding on both parties at the close of the auction.
The high bidder violated those conditions.
You have the right to cancel his bid and award
the auction to the next highest bidder. Be sure to note:
"Violated sale conditions" in the bid cancellation. You can
also block him from bidding on anything else you offer.
