This is typical of all bureaucracies and large businesses; the managers 
are actually curators, not leaders.  Look at General  Motors for 
example.  I have personally seen two good viable businesses run into the 
ground through managerial stupidity and incompetence.  They probably 
thought they were saving money - that's important, nicht wahr?
FWIW, the Germans had the same problem with their bureaucracy. (and 
torpedos)
